I didn't need any special tools to achieve this effect; however, I did pressure wash it first to make sure all the dirt and grime was off, and to wash away any redwood stain that I could. In my mind, this allowed me to skip sanding it. Afterwards, I primed it with Zinsser Bulls Eye 1-2-3 Primer.
To prevent overspray while doing the stripes, I used newspaper to cover the parts of the table I wanted to remain white, and taped it down securely. Then I taped off and sprayed the stripes with Rustoleum Painter's Touch Ultra Cover in a satin finish. The colors were fossil and midnight blue.
Finally, I put on one coat of Sherwin-Williams All Surface Enamel in in Rhinestone. This was a gloss finish.
