Tinsel garland
Medium and small (plastic) Christmas balls
Glue gun and LOTS of glue

if you go to hobby lobby, they will probably have some kind of plain ball oarnment and maybe a flat circle one would be better. you could cut the picture into an oval, framing their face and get christmas scrapbooking paper. first glue the scrapbook paper all over the oarnment. then take the picture and glue it on top. maybe sprinkle glitter around it. or get stickers to write their name on it. for glue use modge podge. once everything is glued on, put at least 2 layers of modge podge all over it so that it stays on. oh yea, on the back you can put December 25, 2007. 1st Christmas. etc. if you like this and have questions let me know.oh yea, you can also make photo oarnments at walmart, but they may be expensive, i dont know.good luck!
