You Will Need...
- Cupcakes
- White Balloons
- Blue and white polka dot muffin cups

Step by Step Instructions
Step 1
Make or purchase cupcakes. I bought red velvet cupcakes from Walmart. {snicker}
Step 2
Get out your muffin cups. I purchased these muffin cups from this Etsy Shop. Although you can buy them in several places.
Step 3
Blow up white balloons. You can also use helium balloons. Hang from fishing line, wire, or ribbon.
Step 4
Using a hole punch, make 4 holes into the top of each muffin cup, equal distance.
Step 5
Thread the corresponding ribbon taped onto the balloon into the hole of the muffin cup and knot.
Step 6
Tip: If your ribbon around the balloon isn’t smooth to the balloon then bring the ribbon down until it is. Take the ribbon together at the back of the balloon.
